Disruption in the library bibliographic services arena
Bibliographic services represent a critical component of the library information ecosystem. Since the earlies phases of library automation, many vendors and organizations have developed processes to enable libraries to create records to describe items in their collections and to share them among peer institutions to avoid redundant efforts. OCLC's WorldCat and its Cataloging and Metadata Services represent the culmination of many of efforts into a global ecosystem for bibliographic records and authority control. Though OCLC ranks as the dominant provider, other services are available and new initiatives are underway. How libraries create and share the records that describe collection items has recently erupted into controversy. Two major industry giants are now pitted against each other in a legal dispute over accusations of anti-competitive business practices and on the extent to which bibliographic records can be shared among libraries. |

OCLC sues Clarivate over MetaDoor and its use of WorldCat records
OCLC filed a lawsuit against Clarivate and its subsidiaries demanding that Ex Libris cease promoting MetaDoor in a way that causes its member libraries to violate policies and contracts related to records in WorldCat. The complaint, filed on June 13, 2022, claims that Ex Libris is prompting OCLC members to share collection data that includes WorldCat records to MetaDoor in a way that violates OCLC policies and the terms of subscription contracts. OCLC asserts that MetaDoor takes unfair advantage of its long history of building WorldCat as a near-comprehensive bibliographic database. Further, OCLC states that Ex Libris offering MetaDoor as a free service is an anticompetitive strategy that endangers its very existence. This article presents the basic statements related to the complaint without opinion or commentary. |

MetaDoor: a new bibliographic service for libraries to be offered by Ex Libris
Ex Libris, part of Clarivate, is developing a new metadata platform for libraries, branded as MetaDoor. This new platform will differ from existing bibliographic utilities. Instead of building a massive repository of bibliographic records, the service is based on indexing and artificial intelligence technologies to identify records residing in the integrated library systems or library services platforms of participating institutions that can be shared with other libraries for copy cataloging or record enhancement. |

BTCat: a new bibliographic service from Baker & Taylor
Baker & Taylor launched its new BTCat cataloging service at the Public Library Association conference in March 2022. BTCat offers a full-featured cataloging service including a large-scale database of bibliographic records and a sophisticated interface. Libraries can also purchase professional services for custom projects. |

The current landscape of bibliographic services for libraries
Libraries make use of bibliographic services to facilitate the process of describing materials in their collection. These services provide bibliographic records in MARC format that can be loaded or imported into the library's catalog saving considerable effort compared to creating each record anew. The vast majority of library materials acquired have been previously described. Bibliographic services bring efficiencies to the broader cataloging community, enabling catalogers to focus on previously undescribed materials or on enhancing existing records. The landscape of bibliographic services for libraries is narrow. Some of the options available in previous phases of the industry have consolidated into other organizations. New services have emerged in this arena recently, including BTCat from Baker & Taylor, and MetaDoor, a proposed new service from Ex Libris. |

LYRASIS and The Palace Project announce the addition of OverDrive titles, transforming the landscape of eBook Access for libraries and patrons. LYRASIS, a global nonprofit committed to increasing equitable access to knowledge, and The Palace Project, the nonprofit library-centered platform and ereader app for digital content and services, announced that OverDrive content will soon be available in the Palace app. This addition will bring the largest provider of library ebooks into The Palace Project platform, allowing libraries to deliver the majority of their ebooks and audiobooks from multiple vendors through a single app. [Full Announcement].

Bedford Public Library System (VA) launches TLC.Go! Mobile App. The Library Corporation announced that Bedford Public Library System is now live with TLC.Go! — the latest mobile app solution provided by TLC. BPLS is able to offer library services via Android and iOS to its community in and around Bedford, Virginia. Folger Launches New Online Library Catalog - First in 25 Years. Folger Shakespeare Library has launched a new online catalog to serve scholars, authors, artists, students, teachers, Shakespeare enthusiasts, and others interested in accessing the Folger collection which includes the world's largest Shakespeare collection and one of the world's three largest collections of early English books (1475-1640) and the 6th largest collection of titles from 1641-1700. It is also a resource for librarians referring to its bibliographic data to learn more about how to catalog rare materials. The Folger's new catalog is powered by the TIND Integrated Library System. Luxer One showcases integration with Ex Libris at the California Library Association Conference. Luxer One, the United States' leading manufacturer of package management systems and smart contactless lockers, announces that it is showcasing its integration with Ex Libris Alma cloud-based library services platform and exhibiting its locker solutions at the California Library Association Conference. LexisNexis Risk Solutions acquires Property Insurtech Flyreel. LexisNexis Risk Solutions, part of RELX, announced it has acquired Flyreel, a Denver-based property insurtech that uses artificial intelligence (AI) and machine learning to enable self-service property inspections, which provide additional visibility into a property's interior and exterior to improve and automate new business and renewal underwriting and claims processes. Flyreel will become part of the insurance business within LexisNexis Risk Solutions, complementing the insurance data and analytics leader's existing breadth of data assets and models that help assess risk for a structure's inhabitants and location. Nonprofit Publisher Annual Reviews acquires The Charleston Advisor. Nonprofit publisher Annual Reviews has acquired The Charleston Advisor, a widely used and respected collection development tool. Founded in July 1999, The Charleston Advisor publishes detailed product reviews of proprietary and freely available web-based resources for the library market. Oable incorporates all of Elsevier's Journals. Elsevier is establishing a pilot with Oable, the open access workflow management solution developed by Knowledge Unlatched, to simplify the librarian approval workflow for open access publishing. Oable supports libraries in managing their OA activities across publishers, including different types of commercial agreements and products. The new partnership will be piloted with select institutions with the aim of streamlining transactions and reducing the administrative burden on librarians and university officials. This means librarians for the institutions participating in the pilot will be able to manage their OA agreements and arrangements for all Elsevier journals through the Oable platform. The Palace Project launches new platform and app to enable equitable econtent access. The Palace Project, the nonprofit library-centered platform and ereader app for digital content and services, announced its official launch . Informed by librarians and supported by a multi-year, multi-million dollar investment from the Knight Foundation, The Palace Project is an easy-to-use platform for the management and delivery of ebooks, audiobooks and other econtent and puts libraries at the center of their communities' digital experience. The Palace Project's open-source system empowers librarians to manage collections, hosting and circulation in a single app, while protecting patron privacy and strengthening libraries' direct relationships with their patrons. The University of California San Francisco is now live with Aeon. The Archives and Special Collections at the University of California San Francisco Kalmanovitz Library is now live using Aeon to manage reader requests and staff workflows for their archives and manuscripts. Located on the Parnassus campus in San Francisco, California, the Kalmanovitz Library joins more than 100 institutions using Aeon in production. [Full Announcement].
Equinox welcomes the Ohio Center for Autism and Low Incidence to Koha ILS. Equinox Open Library Initiative announced the addition of the Ohio Center for Autism and Low Incidence's Lending Library to Koha ILS, an open source integrated library system used by libraries worldwide. Index to Current Urban Documents contains more than 5 million pages of reports and research statistics published since 1972 by local government agencies, civic organizations, research organizations, public libraries, and metropolitan and regional planning agencies in hundreds of major North American cities. SAGE Publishing and the University of California announce a transformative agreement to expand reach of UC research. SAGE Publishing and the University of California announce an agreement to expand open access publishing opportunities for researchers at all 10 UC campuses. Running through 2024, the agreement will provide funding for UC researchers to make their SAGE research articles free and openly available to the world. ByWater Solutions Announces Aspen Discovery 22.06.00 Release. Haringey Council joins The Libraries Consortium. The London Borough of Haringey announced that it has joined The Libraries Consortium, a rapidly expanding network of public library authorities in the UK, sharing technology, stock, and expertise. Literati Book Fairs Help Southern California Schools Raise Funds to Support Literacy. Southern California schools were among the first in the United States to host Literati Book Fairs this past spring. In less than three months, 28 schools across Southern California hosted their first Literati Book Fair, selling over 27,000 books total with a portion of sales going directly back to each school. Localization is focus of new Evergreen ILS Release. New localization customizations to improve service and efficiency are the highlights of Evergreen's new Release 3.9, the latest semi-annual software update. Notices can now be generated based on the preferred language of the cardholder. Thirty-one individuals contributed code, translations, documentations, patches, and tests to this release of Evergreen, and 22 organizations supported or contributed to the release. Koha Community announces 22.05 Release. The Koha Community, home of the world's first free and open-source library system, announced last month that the Koha 22.05 release is available. This major release includes 6 new features, 239 enhancements, 360 bugfixes. [Full Announcement].
Statement From Maria A. Pallante, President and CEO of the Association of American Publishers, Regarding Final Copyright Decision in AAP. v Frosh. Today the United States District Court for the District of Maryland issued an unequivocal, final ruling in the case of Association of American Publishers v. Brian Frosh in AAP's favor. In so ruling, the Court reiterated that the Maryland Act is unconstitutional because it “conflicts with and is preempted by the Copyright Act” and “stands as an obstacle to the accomplishment and execution of the full purpose and objectives of Congress.” [Full Announcement].
hoopla digital adds Hellosaurus app access to hoopla BingePass offering. hoopla digital, the category-creating digital service for public libraries, has launched a new hoopla BingePass in partnership with Hellosaurus, the premier interactive video app for children. LYRASIS Open Access Community Investment Program meets funding goals. LYRASIS announced that the supporters of the LYRASIS Open Access Community Investment Program have achieved the 2022 funding goals. OACIP is a community-driven framework that enables collective stakeholders to evaluate and fund open access content initiatives in a strategic way. OACIP brings together investment opportunities in one place and also provides important and consistent information about those opportunities that support informed and principled investment decisions. Using this approach, OACIP provides tailored match-making between mission-driven scholarly publishers that are seeking financial investments from entities that want to support OA publishing aligning with their mission and values. David Clipsham joins Preservica to accelerate digital preservation research. Preservica, experts in active digital preservation archiving, announced that David Clipsham has joined the company as File Format Analyst to further strengthen its digital preservation research and innovation team, accelerating the roll-out of Preservica's automated and embedded digital preservation software. Infobase announces investment by Northlane Capital Partners. Infobase, a leading provider of cloud-based educational solutions, integrating content, tools, and technology to foster lifelong learning and deliver interactive learning experiences, announced that it has received a majority investment from Northlane Capital Partner. The transaction includes significant continued equity participation from Centre Lane Partners and management. [Full Announcement].
OhioLINK consortium receives funding to modernize its shared library management system. OhioLINK announces the consortium has received funding through the Ohio Department of Higher Education for its 117 members to replace its shared Integrated Library System. An ILS is the backbone of library operations and used to manage circulation, acquisitions, and cataloging, as well as to generate the underlying data that drives library business decisions and reporting. OhioLINK will be able to leverage cooperative purchasing power and shared technical expertise using capital funds to cover the cost of the software and the migration process for its member institutions. Three more libraries in the UK join OCLC's WorldShare Management Services community. Three more libraries based in the UK have recently selected OCLC's WorldShare Management Services as their new library management system: Bournemouth University, Newman University, and University of Southampton. OCLC files suit against Clarivate and its subsidiaries, Clarivate Analytics, Ex Libris, and ProQuest. On June 13, 2022, OCLC filed suit against Clarivate PLC and its subsidiaries, Clarivate Analytics (US) LLP, Ex Libris, and ProQuest in the United States District Court, Southern District of Ohio. Claims in the suit include tortious interference with contracts and prospective business relationships and conspiracy to interfere with contracts and business relationships. We are seeking both temporary and permanent injunctions to stop Clarivate and its subsidiaries from wrongfully encouraging libraries to violate their agreements with OCLC by contributing collaboratively created records from WorldCat® to Clarivate's MetaDoor service. We are also asking the court to stop Clarivate and its subsidiaries from misappropriating records from WorldCat® to develop its MetaDoor service. [Full Announcement].

The CODiE Awards recognize the companies producing the most innovative education technology products across the country and around the world. Patron Point appoints Brenna Hill as Library Relations Manager. Patron Point announced that Brenna Hill has joined the organization as Library Relations Manager. Hill comes to the Company with customer service, account management, and marketing experience, most recently from THE MAX Challenge where she served as Franchise Marketing Coordinator for their corporate office. There she headed the franchise sales program, presented marketing webinars, coached existing franchisees on their marketing content, and created content for all MAX Challenge franchisees including email, social media, print, and written. Announcing the NISO Board of Directors for 2022-23. The National Information Standards Organization announced the results of its recent Board elections for the term beginning July 1, 2022. Maria Stanton will transition to the role of Chair of the NISO Board, having served as Vice Chair for the past year. PALNI awarded an ARPA grant to launch an initiative in open bibliographic data management. The Private Academic Library Network of Indiana announced that it has received an American Rescue Plan Act grant of $225,000 from the U.S. Institute of Museum and Library Services, administered by the Indiana State Library. The planning grant will enable PALNI to identify ways of expanding current infrastructure to support open bibliographic data management tools, which library staff use to manage and share collections. The project aims to significantly enhance financial sustainability and access to information, allowing libraries to further deliver on their critical role in student success. [Full Announcement].
Vega Discover launches consortia support for Polaris and Sierra. Library consortia using the Polaris or Sierra ILS now have additional features unique to consortia organizations when implementing Vega Discover as their discovery layer. Announced at IUG 2022, the first phase of Vega Discover for Consortia enables consortium members to create separate Vega Discover catalogs with unique URLs and custom branding. In addition, the central office can now set up eContent accounts for the main site and share that eContent with all members. The National Information Standards Organization announced that its draft Video and Audio Metadata Recommended Practice is now available for public comment through August 5, 2022. Wiley and Italian Consortium Bibliosan sign open access agreement. Global research and education leader Wiley today announced a new four-year agreement with Bibliosan, a consortium of medical research institutes and hospitals in Italy. This agreement will provide 68 institutions with access to Wiley's complete journal portfolio and enable participating researchers to publish accepted articles open access in all of Wiley's more than 1,600 hybrid and gold open access journals. Knight Foundation to further DPLA's work to advance The Palace Project. John D. MacArthur Campus Library at Florida Atlantic University, Florida; Shirley M. Located in Omaha, NE, Creighton joins nearly 1,000 institutions currently ILLiad. Atlas assisted with the implementation and installation of ILLiad for Creighton and OCLC will continue to provide hosting and support. W3C to become a public-interest non-profit organization. The World Wide Web Consortium is set to pursue 501(c)(3) non-profit status.
