Midyear review: building on established industry developments
The library technology industry continues to digest the major changes previously announced. Business transitions such as the acquisition of ProQuest by Clarivate and Follett School Solutions breaking away from Follett Corporation to become a portfolio company of Francisco Partners are the beginning of a longer process of business integration and settling into longer-term leadership structures and product strategies. SAGE Publications launch of its Technology from SAGE division is an important initiative that continues to develop. The launch of the open source FOLIO project stands to alter the competitive arena for academic libraries. This issue of Library Technology Newsletter covers incremental changes that have transpired in recent weeks related to these major industry events. |

New Leadership for Clarivate
Clarivate has announced that Jerre Stead will retire as its Chief Executive Officer and that Jonathan Gear will succeed him in this top leadership role. Gear has joined the Clarivate board of directors effective July 11, 2022; the transition to the CEO role takes place on September 1, 2022. Stead remains on the Clarivate board of directors, changing roles from Executive Chair to Non-executive Chair. Following the transition Gear holds full operational responsibility for Clarivate. |

SAGE Publishing acquires Sciwheel
SAGE Publishing announced that it has acquired Sciwheel, joining the product portfolio of its Technology from SAGE division. Sciwheel is a citation management application, competing with products such as Endnote, Refworks , Mendeley, and Zotero. Sciwheel includes many features that especially complement the company's Lean Library applications and that will be incorporated into that environment. Sciwheel, initially known as F1000Workspace, was launched in May 2015opens new tab by F1000 (previously Faculty of 1000) an organization founded by open access pioneer Vitek Tracz. |

Follett School Solutions has announced that Chris Porter has been appointed as Chief Executive Officer, Software. Britten Follett continues as Chief Executive Officer, Content. This dual CEO structure is not common, and is an interesting characteristic of this company that preserves the continuity of its earlier business environment as it moves forward under new ownership. |

FOLIO: Momentum building with new wave of implementations
The FOLIO library services platform, based on open source software, has made rapid gains in library implementations. Following a five-year development effort, the major modules of FOLIO are complete and implementations are well underway. These implementations span multiple support arrangements and include large, mid-sized, and small libraries. This article describes the inroads that FOLIO has made in the academic library arena and examines its positioned going forward in this competitive environment. |

Coherent Digital expands presence into India. Coherent Digital, publisher of South Asia Archive, today announced the expansion of their presence in India with the appointment of Shashank Singh as Sales Director, South Asia. The appointment signals Coherent's commitment to South Asia through an investment in local personnel to serve universities, government departments, research centres, and other customer sites in the region. DCA and Koios release new library website survey. As part of their continuing efforts to help libraries thrive online, DCA and Koios.co have released a new survey for librarians designed to shed some light on how library websites are perceived and used. The survey includes questions on discoverability, purpose, and utility and asks how successful librarians think their websites are at supporting the library mission. [Full Announcement].
Elsevier's acquisition of Interfolio: risks and responses. Elsevier recently completed its planned acquisition of Interfolio, the leader in a rapidly emerging category of products known as Faculty Information Systems. This deal exemplifies many of the worrying trends described in SPARC's ongoing market analyses over the past four years. In addition to increasing consolidation and presenting new threats to competition, this acquisition highlights the conflicts of interest that can be created when a single entity both publishes and assesses research—and also owns the leading platform through which that assessment takes place. SPARC will be closely following this acquisition's overall effects. We recommend that libraries and academic institutions watch for specific negative impacts that may surface in individual interactions with Elsevier and document these where possible. Documenting institutions' experience may reduce the risk of these negative effects and help encourage regulators to act on any instances of anticompetitive behavior or consumer harm. Grayslake Area Public Library (IL) selects Patron Point. Patron Point announced that Grayslake Area Public Library, in Grayslake, Illinois, has chosen its patron engagement platform to support its mission of connecting the people of Northern Illinois with stories, ideas, and information in order to educate and enrich lives. Library Futures releases policy statement and draft ebook legislative language: Mitigating the Library eBook Conundrum Through Legislative Action in the States. Library Futures announced that it has launched a policy statement on eBooks. Current eBook licensing practices are eradicating the central mission of libraries, with grave repercussions for equity and access to the world's knowledge. The root of the issue is that while libraries buy print books in order to lend them to patrons, they can't actually buy eBooks. Instead, they license the content from publishers. This means that publishers can set whatever terms they want in eBook licenses to libraries—or refuse to license them at all. [Full Announcement].

London Borough of Haringey joins The Libraries Consortium. SirsiDynix is delighted to announce that the London Borough of Haringey is the latest member to join The Libraries Consortium, a rapidly expanding network of public library authorities in the UK, sharing technology, stock and expertise. MOBIUS migrates North of Boston Library Exchange. MOBIUS announced that the North of Boston Library Exchange, which utilizes the Evergreen ILS, successfully migrated and went live on its MOBIUS Open Source Solutions hosting service on April 18, 2022. Previously, NOBLE was a self-hosted Evergreen instance. MOBIUS performed data migration services and also provides data hosting and server support to NOBLE. [Full Announcement].
Soutron Global releases Soutron Version 4.1.7 for library and knowledge management, archives, and record information management. Soutron Global announced the immediate availability of Soutron version 4.1.7 featuring a completely reengineered Thesaurus module (Authority Control in the USA). Since the injection of funds from growth equity investor Bloom Equity Partners, the R&D team at Soutron has been working on updating the user interface to accommodate the increase in digitization projects being undertaken by special libraries. Clarivate to exclusively provide citation data to the Australian Research Council for Excellence in Research Australia 2023. Clarivate has been selected to provide citation data for the Excellence in Research for Australia 2023, the country's national university research evaluation framework. In doing so, Clarivate will help the Australian Research Council to identify research excellence by discipline, across the entire Australian university research sector. [Full Announcement].
Listen Up! LibraryCall enhances StoryWalks with audio option. LibraryCall introduced SoundTrack, a new service that allows libraries, museums, and galleries to offer a low-cost audio component to existing self-paced exhibits, including popular library StoryWalks. [Full Announcement].
News conference on major development in big publishers' legal attack on libraries and digital lending. The Internet Archive, a nonprofit digital library which preserves and provides access to cultural artifacts of all kinds in electronic form, and the Electronic Frontier Foundation will host a video news conference this Friday, July 8 to discuss a significant new development in a federal lawsuit filed against the library in 2020 by four major publishers. ARL joins Fair-Use Amicus Brief in Warhol Foundation v. Goldsmith. In the case of Andy Warhol Foundation for the Visual Arts, Inc. v. Lynn Goldsmith and Lynn Goldsmith, Ltd., the Association of Research Libraries has joined associations representing libraries, archives, and other cultural heritage organizations in an amicus brief in support of neither party. The case concerns a photograph of the musician Prince that Lynn Goldsmith licensed to Vanity Fair for Andy Warhol's use as a reference work to create an original print. Years later, Goldsmith sued the Andy Warhol Foundation for copyright infringement after learning that Warhol created and distributed 15 additional prints based on Goldsmith's photograph; the additional prints are the subject of the lawsuit. The district court found in favor of the Warhol Foundation on fair-use grounds; the Second Circuit Court of Appeals reversed that decision, holding that the Warhol prints were not transformative. Chris Porter named CEO of Software for Follett School Solutions. Follett School Solutions announced Chris Porter, who brings more than 20 years of experience leading education technology businesses, has been appointed CEO of Follett School Solutions, Software. He succeeds Paul Ilse, who will remain involved with Follett School Solutions as Chairman of the Board of Directors. Porter most recently served as CEO of Apex Learning, where he guided the digital education company through unprecedented growth during his tenure. Previously, he served in executive leadership positions for PowerSchool LLC, Pearson and Apple. [Full Announcement].
Equinox announces support for Aspen Discovery. Equinox Open Library Initiative announced support for Aspen Discovery, an open source discovery layer which unites e-resources, catalog records, and third party databases within a single search. Aspen Discovery is user-friendly for staff and patrons alike and brings together all formats and titles in the search results, including resources from across the library's print and electronic collections and licensed content from OverDrive, Hoopla, and more. A mobile app for iOS and Android devices, LiDA, is also available for use with Aspen Discovery. [Full Announcement].
Mt Holyoke College. Summer Migration to FOLIO. Yesterday afternoon the Five Colleges Libraries completed the review of our new library services platform implementation, and officially accepted our new FOLIO environment. Wiley rolls out open access solution Oable to first 34 customers. Wiley announced its continued investment in Oable by making the innovative open access workflow management solution available to 34 customers. Oable was developed by Knowledge Unlatched, which Wiley acquired in 2021 to advance both organizations' shared commitment to make open access simple and easy for librarians, researchers, and publishers. Spartanburg County Public Libraries (SC) selects Patron Point. Patron Point announced that Spartanburg County Public Libraries, in Spartanburg, South Carolina, has chosen its patron engagement platform to support its vision of being Spartanburg County's leading provider of information, entertainment, and exploration. Internet Archive seeks summary judgment in federal lawsuit filed By publishing companies. The Internet Archive has asked a federal judge to rule in its favor and end a radical lawsuit, filed by four major publishing companies, that aims to criminalize library lending. The Internet Archive, headquartered in San Francisco, is a 501(c)(3) non-profit library which preserves and provides access to cultural artifacts of all kinds in electronic form. The motion for summary judgment, filed Thursday in the U.S. District Court for the Southern District of New York by the Electronic Frontier Foundation and Durie Tangri LLP, explains that the Archive's Controlled Digital Lending program is a lawful fair use that preserves traditional library lending in the digital world. The brief explains how the Internet Archive is advancing the purposes of copyright law by furthering public access to knowledge and facilitating the creation of new creative and scholarly works. The Internet Archive's digital lending hasn't cost the publishers one penny in revenues; in fact, concrete evidence shows that the Archive's digital lending does not and will not harm the market for books. Publishers seek summary judgment against Internet Archive for blatant scanning and distribution of literary works on industrial scale. Member companies of the Association of American Publishers filed a motion for summary judgment in the copyright infringement lawsuit against Internet Archive, first filed on June 1, 2020 in the United States District Court for the Southern District of New York. Following two years of litigation, the motion for summary judgement establishes a clear record showing that both the law and the facts of the case are undisputedly in the publishers' favor. The filings show that IA's illegal mass scanning, public display, and distribution of literary works are in direct contravention of the Copyright Act and in direct competition with lawfully licensed markets for both library and consumer eBooks. IA offers its unauthorized copies to the public at large through a global-facing enterprise coined “Open Library” and, previously, through a service dubbed the “National Emergency Library.” The defendant's activities are part of a larger commercial enterprise that not only provides access to books but also adds to its bottom line. Between 2011 and 2020, IA made approximately $30 million from libraries for scanning books in their collections. [Full Announcement].

Technology from SAGE acquires reading, authoring, and collaboration tool Sciwheel. Technology from SAGE, a division of SAGE Publishing, has acquired Sciwheel, an award-winning tool providing library patrons with an easy way to discover, read, annotate, write, and share research. Founded by Vitek Tracz, the entrepreneur behind the Current Opinion journals, Current Drugs, F1000 and BioMed Central, Sciwheel was created to go beyond traditional reference management by assisting students and researchers throughout the entire writing process. Sciwheel will be integrated with Technology from SAGE's Lean Library, to create a comprehensive academic workflow tool. [Full Announcement].
Dialogue becomes division of Hachette UK as Sharmaine Lovegrove steps up to the board. Hachette UK has announced that Dialogue Books, which was founded by Sharmaine Lovegrove in 2017 as an imprint of Little, Brown Book Group, is to become a standalone division of Hachette UK. Publisher Lovegrove will be promoted to Managing Director and join the Hachette UK Board. [Full Announcement].
IPLC launches new resource sharing software. Beginning in the summer of 2022, the Ivy Plus Libraries Confederation (IPLC), a partnership of 13 academic research libraries, will launch ReShare Returnables, a new resource sharing software offering enhanced inter-library open sharing capabilities. IPLC has contracted with Index Data, a library software developer and service provider, to implement ReShare Returnables as part of its commitment to advancing library resource sharing systems. ReShare Returnables is the premier product of Project ReShare, a community of libraries, consortia, software developers, and open source advocates. Project ReShare is modeling mutual investment in open collaboration intended to break down the barriers and silos associated with commercial platforms and replace them with an inclusive, community-owned ecosystem. IGI Global Signs the Declaration on Research Assessment. IGI Global, a medium sized independent academic publisher based in Hershey, Pennsylvania, USA has signed the Declaration on Research Assessment. The worldwide initiative aims to implement practical and robust approaches to research assessment globally and across all scholarly disciplines. [Full Announcement].
FOLIO rolls out to the Five College Libraries Consortium. UMass Amherst Libraries and the Five College Consortium announce the adoption of FOLIO, an open-source library services platform, which will begin operation throughout the Five College Libraries later this month. UMass Amherst librarians, along with our Five College partners, are among the first set of early adopters—and adapters. The Five College Consortium worked with EBSCO, one of the largest providers of digital library content in the world, to develop and beta test the implementation and hosting services for FOLIO. Clarivate announces retirement of Chief Executive Officer Jerre Stead and appointment of Jonathan Gear as new CEO. Clarivate announced that Jerre Stead, Executive Chair and Chief Executive Officer, is retiring from his CEO role effective September 1, 2022, but will continue as Non-Executive Chair of the Board of Directors. During Mr. Stead's tenure as Clarivate CEO, the company has nearly tripled in size both in revenue and colleague population, delivered strong cash flow, completed multiple strategic acquisitions, and aligned into a customer- and colleague-centric enterprise. The board of directors has selected Jonathan Gear to succeed Mr. Stead. Mr. Gear is joining Clarivate as CEO-elect and a member of the board of directors on July 11, 2022. Mr. Gear will become Chief Executive Officer on September 1, 2022, at which time Mr. Stead will become Non-Executive Chair. [Full Announcement].

Springshare partners with PowerNotes to bring LibChat into the research process. Springshare and PowerNotes announced that the LibChat library chat is now seamlessly integrated with PowerNotes, a tool designed specifically to manage the entire academic research process from discovery through writing. With this integration, PowerNotes users can launch a live LibChat experience, powered by Springshare's LibAnswers platform, right from their PowerNotes browser plugin or the PowerNotes project outline screen. AI21 Labs raises $64 Million to change the way people read and write using artificial intelligence. AI21 Labs, an Isareli startup aiming to fundamentally change the way people read and write, announced today the completion of its $64 million series B funding round, bringing the company's valuation to $664 million. The round was led by Ahren with participation from existing investors, including Prof. Amnon Shashua, Walden Catalyst, Pitango, TPY Capital and Mark Leslie. The current round brings the company's total fundraising to $118 million. The funding will be used to invest in R&D and recruit new marketing and sales employees. Ahren will become a founding member of AI21 Labs' Advisory Board. [Full Announcement].

ByWater Solutions announces support of Aspen Discovery for Catamount Library Network. ByWater Solutions announced that they are providing support and hosting services for the Aspen Open Source Discovery system for the Catamount Library Network in Vermont. [Full Announcement].
Des Moines Public Library goes live on Aspen and Koha with ByWater Support. ByWater Solutions announced that the Des Moines Public Library in Iowa is now live on Aspen Discovery and Koha ILS with ByWater Support. ByWater migrated over 200,000 bib records and 400,000 item records. [Full Announcement].
Crosstown High live on Koha with ByWater Support. ByWater Solutions announced that the Crosstown High Library in Tennessee is now live on Koha ILS with ByWater Support. ByWater Solutions completed the migration of over 2,000 bib records and over 2,400 item records. [Full Announcement].
ByWater Solutions announces Aspen Discovery 22.07.00 Release. This month we're releasing Browse Category enhancements for both Aspen Discovery and LiDA. Aspen Discovery also gets additional options for the new EBSCOhost integration and LiDA will now allow patrons to bulk-manage holds. We added a few more features to the EBSCOhost integration we released last month. Libraries can configure when each of their EBSCO databases is searched, where those search results display, and you can upload default covers per database for the Explore More bar. Elsevier launches global collaboration to understand the impact of the pandemic on confidence in scientific research. Elsevier, a global leader in research publishing and information analytics, announced the launch of a global collaboration that will include new, independent research led by Economist Impact. The initiative aims to assess the drivers of confidence in research, examine how researchers have experienced the increased public attention on science during the pandemic, and the implications this has had on the academic research community. It is also looking at changes in the ways in which researchers communicate their findings. A main focus of the initiative will be a landmark global survey conducted by Economist Impact, experts in helping to identify critical and actionable insights of 3,000 researchers across Europe, North America, Latin America, Middle East, Africa, and Asia. DPLA announces creation of Digital Equity Project Community of Practice. DPLA announced $850,000 in new funding from the Mellon Foundation to support our efforts to advance racial justice in American archives. This funding will enable DPLA to launch a Digital Equity Project to provide support for underrepresented, under-resourced archives and expand DPLA's capacity for supporting and partnering with diverse archival projects. VuFind 8.1 Released. Version 8.1 of the VuFind Open Source discovery software has just been released. This adds several new features and integrations along with fixes to minor bugs and improvements to translations, compatibility and accessibility. [Full Announcement].
Jacobs University in Bremen, Germany, is now live with OCLC's WorldShare Management Services. Jacobs University in Bremen, Germany, is now live with OCLC's WorldShare Management Services as its new library services platform. Simplified workflows for staff and fast, easy access to information in all formats for students and faculty were cited among the reasons for the move to WMS. [Full Announcement].
IFLA-UNESCO Public Library Manifesto 2022. This Manifesto proclaims UNESCO's belief in the public library as a living force for education, culture, inclusion and information, as an essential agent for sustainable development, and for individual fulfilment of peace and spiritual welfare through the minds of all individuals. Shanghai University acquires Gale Scholar to support digital humanities growth. Shanghai University has acquired Gale Scholar from Gale, part of Cengage Group, opening up new possibilities for research and study using the expansive content and powerful search technologies of Gale Primary Sources. The resources are available to nearly 58,000 students across the university's three campuses. The university also purchased Gale Digital Scholar Lab (the Lab) as it looks to advance in the growing field of digital humanities. The Lab makes digital humanities methods available to students and researchers, enabling them to analyze and interpret large amounts of data, fostering 21st-century skills they can use post-graduation. Jisc and OCLC unable to continue agreement on National Metadata Sharing for 2022/23. Libraries who use OCLC records in their catalogues will be aware that Jisc and OCLC entered into a Transitional National Metadata Agreement covering the period August 1st 2021 – July 31st 2022. Following a lengthy national consultation, this Agreement remodeled the charging structure for OCLC services, and enabled all UK HE libraries to access full OCLC records through Jisc Library Hub Cataloguing. Whilst the Transitional Agreement has been successful in providing a more consistent and sustainable pricing model for future use, and take up has been good, Jisc and OCLC have been unable to agree post-transitional terms for a longer-term agreement. This means that as of August 1st 2022, libraries will be unable to subscribe to the WorldCat Cataloguing and Metadata subscription using the Jisc Licence Subscriptions Manager platform. Eligible libraries who wish to subscribe (or Authorised libraries re-subscribe) to OCLC cataloguing services will need to talk directly to OCLC. [Full Announcement].

Australian authors out on top for a second year running in annual library borrowing data. More than half the library books we borrowed in 2022 were penned by Australian authors, continuing an upward trend seen over the past three years. The past twelve months also saw a large increase in E-Loans, suggesting that digital library books, which increased in popularity during the pandemic will continue to be a permanent feature of our literary diet. Ponca City Library (OK) now using Library.Solution. Ponca City Library is now using Library.Solution as its integrated library system from The Library Corporation. TLC completed the migration services from the Book Systems ILS for the single-site library. Before its year with Book Systems, the library had used Polaris software for many years. Clarivate announces changes to the 2023 Journal Citation Reports. Clarivate announced that in the 2023 release of the Journal Citation Reports, all Web of Science Core Collection journals will receive a Journal Impact Factor. This means expanding the JIF from Science Citation Index Expanded and Social Science Citation Index to include journals from the Arts and Humanities Citation Index and the multidisciplinary Emerging Sources Citation Index. Sloan Foundation funds new office to support open source activities. Helen and Henry Posner, Jr. Dean of the University Libraries Keith Webster has received a grant of $650,000 from the Alfred P. Sloan Foundation to establish the Carnegie Mellon University Open Source Program Office (OSPO). In addition to establishing a central resource for open source activity across campus, the OSPO will explore the ecosystem of software around a new core facility and government R&D. Springer Nature and University of California announce first Nature open access agreement in the Americas. Building on the success of their 2020 landmark agreement, Springer Nature and the University of California announce that UC authors will now have the option to publish their research open access (OA) in the prestigious Nature titles. Through an extension of the 2020 deal, UC researchers will receive financial support toward open access publishing costs when publishing in the Nature portfolio, in addition to the titles covered in the original agreement. In 2021, this shared funding model resulted in a three-fold increase in UC open access articles in Springer Nature's portfolio of over 2,200 hybrid journals and over 500 Springer Nature fully OA journals. UC researchers published over 1,300 OA articles in Springer Nature journals in 2021, up from 400 in 2020. UC is now on track for an even greater number of open access articles to be published in 2022 and beyond. [Full Announcement].
IGI Global to convert full journal collection to Gold open access. IGI Global will be converting the remainder of their hybrid/subscription-based journal collection to gold Open Access beginning January 1st, 2023. IGI Global's full collection will contain 175 gold OA journals and one platinum OA journal. Library of Congress appoints leaders to advance digital-forward strategy for discovery and preservation of collections. The Library of Congress today announced the appointment of two digital transformation leaders to direct acquisition, discovery, use and preservation of the Library's collections. Kate Zwaard has been appointed associate librarian for Discovery and Preservation Services. A strategic leader with 20 years of experience in government and libraries, Zwaard will lead more than 600 employees responsible for acquisitions, cataloging, preservation and discovery of Library collections. Trevor Owens has been appointed as the director of digital services, one of three directorates in the new Discovery and Preservation Services unit led by Zwaard. With nearly 100 employees, Digital Services is responsible for the Library's digital collections, digitization, discovery and metadata management services. Springer Nature expands AI-driven digital editing services to books authors and editors for free. Springer Nature has today announced a new pilot with American Journal Experts (AJE)* which will see its AI-driven editing services being made freely available to book authors and editors. It will enable authors to have their manuscripts improved by grammatical errors being corrected as well as improving phrasing and word choice.
